Kenneth Chen is Secretary General of the Legislative Council (“LegCo”) Secretariat. As Secretary General, he is the LegCo President’s chief procedural adviser and chief executive of the LegCo Secretariat. Prior to heading the LegCo Secretariat, he was Under Secretary for Education of the Hong Kong Special Administrative Region Government from 2008 to 2012.

Mr. Chen serves as Vice President of the Hong Kong Federation of Youth Groups, a pre-eminent non-governmental organization dedicated to the development of young people. He is also the Supervisor of Law Ting Pong Secondary School, Chairman of the School Management Committee of HKFYG Lee Shau Kee College, and a board member of Li Po Chun United World College and Chan’s Creative School (Hong Kong Island).

Mr. Chen had a professional background in business before entering politics. He has been a management consultant, a private equity fund manager and a business executive at global and local firms.

Mr. Chen graduated from Princeton University with high honors in Electrical Engineering and Computer Science in 1987. He obtained a master’s degree in Applied Mathematics from Harvard University in 1988 and a master’s degree in Business Administration from the Wharton School of the University of Pennsylvania in 1992.
